Roy Cooper and his appointees agreed to the early release of at least 3,500 criminal offenders to settle a lawsuit brought by left-wing organizations using the COVID pandemic to pursue their anti-incarceration agenda. Five years later, the identifying IDs and early release dates of 4,234 offenders reported by the NC Department of Adult Correction were made public.
